Category 2 (internal connections): Harford County Public Library is seeking proposals for the replacement and limited expansion of wireless access point infrastructure at multiple library locations for the 2026 funding year under the E-Rate Category 2 program. The Library intends to procure the following equipment (or equivalents) as part of this initiative: Indoor Wireless Access Points 26 units of enterprise-grade Wi-Fi 6E indoor wireless access points (Cisco Catalyst CW9164I or equivalent) to replace existing access points at designated library locations. 1 additional enterprise-grade Wi-Fi 6E indoor wireless access point (Cisco Catalyst CW9164I or equivalent) to address a documented gap in wireless coverage. Outdoor Wireless Access Points 13 units of enterprise-grade Wi-Fi 6 outdoor wireless access points (Cisco Meraki MR86 or Cisco Catalyst CW9163E, or equivalent) to replace existing outdoor access points. 1 additional enterprise-grade Wi-Fi 6 outdoor wireless access point (Cisco Meraki MR86 or Cisco Catalyst CW9163E, or equivalent) to support expanded outdoor wireless coverage. Licensing and Accessories Manufacturer-required cloud-based wireless management and support licensing for each proposed wireless access point, with pricing provided for one (1) year, three (3) year, and five (5) year terms. Manufacturer-recommended mounting hardware, antennas (where applicable), and environmental protection accessories necessary for proper indoor and outdoor deployment. As part of this solicitation, vendors are requested to provide pricing structures for wireless access point hardware and associated licensing as separate line items. This procurement is strictly limited to hardware and required manufacturer licensing only. Installation, configuration, cabling, testing, training, and professional or managed services shall not be included in proposals. Note: HCPL has historically operated a Cisco-based wireless networking environment and therefore prefers Cisco wireless access point solutions; however, equivalent or superior products from other manufacturers will be considered. Proposals including equivalent products must clearly demonstrate how the proposed solutions meet or exceed the technical specifications, performance requirements, and E-Rate eligibility standards outlined in this RFP. Documentation supporting equivalency must be included with the proposal. Goods and services provided shall be clearly designated as E-Rate Category 2 eligible. Any non-eligible goods or services must be clearly identified as 100% non-eligible or cost-allocated in accordance with Schools and Libraries Division (SLD) guidelines. Participation in the 2026 E-Rate funding year reflects Harford County Public Librarys ongoing commitment to providing reliable, secure, and high-performance wireless connectivity to support public access, digital inclusion, and staff operations across all library locations. Vendors are encouraged to submit complete and competitive proposals that meet the technical requirements of this RFP, with strict adherence to E-Rate compliance rules for the applicable funding year. The selected vendor will work collaboratively with Harford County Public Library to deliver scalable, cost-effective, and E-Rate-compliant wireless networking solutions.
